Maryland prosecutors asked Israel to move the murder trial of an American teen- ager from Tel Aviv to the United States, but hold it in front of an Israeli court and under Israeli law at the Israeli Embassy in Washington or in a nearby courthouse. Under the proposal, which Israel has not yet responded to, an Israeli court would sit in the United States, but Sheinbein would return to Israel to serve any sentence if convicted. Israel’s Supreme Court last month ruled that Samuel Sheinbein, who fled to Israel and claimed citizenship through his father even though he never lived in the Jewish state, cannot be returned to the United States to face trial because Israeli law prevents the extradition of its citizens.
