Mcdonald Gets Free Hand on Nazi Parleying

High Commissioner for German Refugees James G. McDonald was today empowered by the governing body of the League of Nations refugee commission, to negotiate with the German government for relaxation of Nazi laws forbidding export of money to the exiles.

The governing body, which concluded a two-day meeting today, also authorized Mr. McDonald to negotiate for greater liberality for the refugees in regard to residence and travel, which the Nazi government was accused of obstructing through world-wide propaganda.

Mr. McDonald’s plan to convene a meeting of American Jewish and non-Jewish organizations interested in refugee work in order to obtain funds for emigration and settlement, was also approved. The High Commissioner was authorized to travel and to negotiate directly with various governments for refugee settlement.

Lord Cecil, who presided at the closing session, expressed regret that only three or four per cent of the money contributed for the refugees came from Christian groups, while at least twenty per cent of the refugees were non-Jews.
