An omnibus bill designed to carry out President Truman’s promised civil rights program was introduced by Sen. J. Howard McGrath, chairman of the Democratic National Committee, in the Senate late yesterday.
The legislation included provision for the establishment of a permanent Fair Employment Practices Commission, the setting up of a Presidential Commission on Civil Rights, reorganization of the Justice Department to more effectively enforce civil rights legislation and other measures. The Fair Employment Practices frill is expected to draw the greatest opposition fire.
