Mexican immigration authorities at Veracruz have refused admission to 104 Jewish refugees aboard the French liner Flandres who arrived there after being barred from Cuba, it was learned today. A French Line agent said the ship would sail for Havana. There was little hope, however, that Cuban officials would reverse their decision.
