Mexico became the thirty-ninth government to ratify the convention for the prevention and punishment of genocide, the mass destruction of races and religious groups. The document became effective January 12, 1951, when 20 nations had ratified. A United States Senate subcommittee has recommended United States ratification, but the Senate has not yet acted.
