Immigration from Europe to Mexico will not be completely prohibited, although it will be affected in some degree, by Mexico’s entry into the war, it was indicated today by sources close to the Ministry of the Interior. As reported some weeks ago, the President will have the authority to pass upon individual cases.

While new questionnaires went out to all foreigners in Mexico, as part of the current alien registration program, officials indicated that no category of “enemy aliens” would be set up, pointing out that fifth column elements might be of any nationality. Discrimination against certain aliens on ethnical grounds, a spokesman said would “imitate totalitarian injustice,” adding that “foreigners who do not abuse Mexican hospitality can be assured of the least possible disturbance.” At present all foreigners are subject to governmental restrictions on travel and to mail censorship.
