A four-point policy for the pacification of the Middle East was offered here by Gov. G. Mennen Williams of Michigan addressing the Cleveland observance of the tenth anniversary of the State of Israel.

Gov. Williams’ policy proposals were for 1. A complete cessation of arms shipments to the Middle East from whatever source; 2. Establishment of a Middle East development fund for all nations in the Middle East; 3. Encouragement of private investment in the Middle East; 4. Renewed efforts to make the Jordan Valley Authority a reality.

A capacity crowd of 2,500 filled Cleveland’s Severance Hall, home of the Cleveland Symphony Orchestra. They were greeted by Gov. C. William O’Neill of Ohio, Mayor Anthony Celebrezze of Cleveland and Rabbi Abba Hillel Siver.
