Montagu, of London, the Honorary Secretary of the World Union for Progressive Judaism, will be one of the principal speakers at the 32nd. biennial conference of the Union of American Hebrew Congregations opening in Philadelphia this evening, with about 1,500 delegates from all parts of the country present.
