Morris de Castro, a Sephardic Jew who served as governor of the United States Virgin Islands from 1950 to 1954, died of a heart attack here Friday. He was 64. Mr. de Castro was born in the Virgin Islands to a St. Thomas commission merchant. He entered government service in 1918, and was appointed governor of the territory in 1950 by President Harry S. Truman.
