Moscow Says West Grooms Israel for Role in New Mid-east Troubles

The Soviet Union predicted that “further highly dramatic situations” will develop in the Middle East in 1959. and charged that the West was grooming Israel for a place “in the foreground” of the new Middle East troubles.

The accusations were made in “New Times,” a weekly journal published in Moscow in nine languages. Copies of the journal, containing an article entitled “Middle East: Imperialist Comeback Plans,” were circulated here by the Soviet delegation to the United Nations today.

“New Times” summarized the Soviet view of last year’s developments in the Middle East The journal declared that the Middle East policy developed by United States Secretary of State John Foster Dulles “has tumbled in ruins about his head.” Then the publication continued:

“Once again Israel is being pushed into the forefront. Britain and the U.S. have resumed arms deliveries to her and France has substantially increased their amount. The Tel Aviv rulers have taken heart again and intensified the war of nerves against the Arab nations, as evidenced by the numerous frontier incidents stages by Israeli troops this month.”

The latest Kremlin anti-Israel attack was likened here to the pro-Arab attitude taken at last week’s Security Council meeting by the Soviet spokesman, Georgy P. Arkadev. Mr. Arka dev then accused Israel of committing “border violations” through overflights over Egyptian territory. Referring to the murder of several Israeli shepherds Mr. Arkadev said: “We regret the loss of human life, but we cannot refrain from mentioning the fact that the shepherds are not following their flocks with the idyllic shepherd’s staff, but with automatic machine guns which are capable of destroying themselves.”
