The Soviet Union would give “serious consideration” to any request from Israel for technical assistance, Soviet Premier Nikolai Bulganin told newsmen at a reception at the French Embassy in Moscow yesterday, it was reported here today. The Premier, however, stressed that no such request had been received from Israel.
