Jaffar Pasha, Iraq Minister in London, in commenting on the announcement in Bagdad of Great Britain’s willingness to recommend Iraq for membership in the League, declared:
“Iraq was in steadfast opposition to the Mandate and wanted to replace a friendship treaty with Great Britain, leaving Iraq free to develop her own resources and particularly her own defense.”
