Daniel P. Moynihan, the former United States Ambassador to the United Nations, has called for international action against terrorist airline hijackings without waiting for an international treaty.
Speaking at the Young Israel of Staten Island. Moynihan, who is a contender for the Democratic nomination as its candidate for the U.S. Senate, said that while the U.S. and Western proposal for a treaty to cooperate against terrorism is “well-intentioned,” it is also “mistaken.”
“The unavoidable implication is that in the absence of a treaty there would be no international obligation to cooperate to thwart Hijackers,” he said. “This is wrong. Moreover, the Libyas and Ugandas of the world would never sign such a treaty.” Moynihan said Israel was right under international law in rescuing the hostages from Entebbe since it was clear that Uganda helped the terrorists.
