The New York Times reported from Cairo today that Egyptian Finance Undersecretary Amin Osman Pasha had returned from a secret visit to Beirut with what was believed to be the ex-Mufti of Jerusalem’s final concessions on settlement of the Palestine problem. The exiled Arab leader had reportedly agreed to permit limited Jewish immigration and sale of land to Jews on a restricted scale, but was still adamant on the question of independence. Considering his mission a success, Osman Pasha will submit the new proposals to the British authorities, at whose request he was understood to have made the trip to Beirut.
