Ralph E. Samuel, retiring president of the Federation of Jewish Philanthropies of New York, was honored here last night at a dinner at the Waldorf-Astoria Hotel. More than 800 persons attended the affair at which Mr. Samuel, who became president in 1948, was presented with a bronze plaque and a golden pen and pencil set in recognition for his services.
