The neo-Nazi National Democratic Party will not be able to hold its party congress in the Beyrouth City Hall this weekend despite a court ruling that the city administration was obliged to rent the NPD the hall. A city ordinance requires payment of a deposit for use of the facility at least eight days before it is to be used. The NPD officials failed to meet that requirement and city officials refused to accept their deposit yesterday.
