The dissemination of political propaganda by “emigrants from certain lands who try to spread the governmental theories of their home lands” will be one of the matters discussed at City hall tomorrow afternoon at four o’clock at a conference of consuls of foreign nations represented in New York City, called by Aldermanic President Bernard S. Deutsch. Hans Borcher, German consul general, has accepted, together with the representatives of Soviet Russia, Rumania, Poland, Austria and a number of other nations.
The conference will discuss the problems of foreign born residents of the city, and of citizens of foreign extraction.
“Among the problems which 1 hope to take up,” Mr. Deutsch said; “is that of integrating our foreign born population with the work of the city administration and the civic life of the community.
“I expect to discuss among other things the settling of the different nationalities in highly localized small groups within the city.
“I also want to discuss the problems raised by the political propaganda through which emigrants from certain lands try to of the united German Societies of New York to the code of the Friends of New Germany. He resigned from a post with the city hospitals last Fall after a number of protests had been made against him that he was violently anti-Semitic.
Spier is commander of the Deutsche Legion, a militant organization of German war veterans, and secretary of the DAWA (German American Business Committee), which has as its principal object the boycotting of all Jews and others who boycott Nazi goods.

It is said on good authority that Byoir is parity Jewish, His record in international publicity manipulations in regarded as unsavory in many circles because it includes such items as the disguise of troubled conditions in Cuba during the Machado regime and the exploitation of the Florida real estate bubble. Byopir is now in Europe. George Sylvester Viereck, one of the staunchest American Supporters of pre-Hitler and Hitlerite Germany, receives $1,000 monthly and office expenses from the Byoir Fund.
Reinhold Walter is the mystery man of the Friends of New Germany. What his past occupation has been no one appears to know. He earns his living now as head of the nation Nazi organization.
