The German Economics Ministry has offered Brazil a plan to set up large stocks of raw materials in convenient places in Europe against the eventuality of war, the Associated Press reported from Rio de Janeiro today.
The plan is opposed by Valentine F. Boucas, adviser to the council and foreign debt consultant of the Finance Ministry, on the grounds Brazil is inadequately equipped to take “huge orders” on short notice, that the orders would lead to overproduction and economic crisis and that the Pan-American Peace Conference would not authorize the plan.
