West Germany’s new Social Democratic Minister for Economic Aid to Underdeveloped Countries, Hans Wishnewsky, said here today that the Bonn Government would be able to provide aid to the Arab states only after reestablishing diplomatic relations with them.

Mr. Wishnewsky told a press conference that he did not favor “buying” the Arab states by making offers of aid before the diplomatic ties were established. He said he was opposed to any military aid to underdeveloped countries.
