New Order Admits Lishentzy to Tractor and Building Courses

An order making it possible for the lishentzy (people without rights) to participate in the tractor courses for Bira Bidjan has been telegraphed to the land commissars in all parts of Russia today by the labor commissars Uglanow and Shmidovutch. The Central Executive Committee has also abolished the restrictions against the lishentzy and is enrolling 8,000 workers for building courses in which until now the lishentzy were not accepted.
