A City Council bill aimed at barring employment agencies from inserting discriminatory advertisements in newspapers has been signed by Mayor LaGuardia, it was announced today.

The measure prohibits employment agency ads which limit the applicants to any race, creed, or color, or exclude anyone for the same reasons, unless the agency has instructions in writing from the employer for whom the ad is placed. Where an employer orders the agency to place a discriminatory ad, his name must be given in the address.
