President Nixon’s foreign policy report to Congress today pledged continuing U.S. efforts against “acts of politically inspired terrorism.” that “threatens not only the safety and well-being of individuals around the globe but even the stability of some societies.”
The international community, he said without naming any organizations, including the Palestinian terrorists, should examine the political causes of terrorism and seek to remedy any legislate injustices. But political passion, however deeply held, cannot be permitted to wreak criminal violence on innocent persons. As I have made clear in the past, the U.S. government will not submit to terrorist blackmail. We will continue to work vigorously to deter and prevent terrorist acts and to punish those who perpetrate them.”
The President mentioned among other things that terrorists, in striking against civil aviation and “in many other ways,” sent more than 100 letter bombs through the international mails and that aircraft of nations “representing the full range of the political spectrum have been affected, including Soviet, Israeli, German, Belgian, British, Mexican and American planes.” There was no mention of the Libyan commercial airliner that was shot down by Israel Air Force jets over the Sinai last Feb.
