Foreign Minister Abba Eban warned Israelis today not to expect a dramatic improvement in relations with France. He said there were many major problems outstanding between the two countries, not the least of which were France’s insistence on Israel’s total withdrawal from the occupied Arab territories and the negative French attitude toward preferential treatment for Israel by the European Common Market. Eban said there should be no illusions over a prompt settlement with France on reimbursement to Israel for 50 embargoed Mirage V jets. The negotiations to be resumed in Paris this week are very detailed and very tiring and it is still not known where they will lead, Eban said.
