Organized anti-Semitism in Germany does not constitute a serious threat at this time, Dr. S. Andhil Fineberg, head of the community service department of the American Jewish Committee, declared here today at the conclusion of a three-month survey. But, he emphasized, racial prejudice still festers under the surface and may erupt into the open if the economic prosperity which now exists in Germany were to ease off.

Dr. Fineberg, who came to Germany under the auspices of the State Department’s International Exchange Service, has written a report on his findings for the American High Commissioner in Germany. Dr. Fineberg, who was asked to come here to study and promote methods for improving human relations and combatting anti-Semitism, explained American techniques in these fields to German clergymen, educators and newspapermen. He delivered lectures in half-a-dozen German cities. He believes that the trend in Germany is toward better understanding of human relations, but feels that much remains to be done in these fields.
