Dr. Hymen Ezra Cohen, who combined rabbinical service and college teaching with 26 years as a Government employee, died at 61. The first president of the Washington Board of Rabbis, he capped his public service career as an administrative planner, programmer and researcher by serving as planning officer and senior analyst for the Civil Aeronautics Board. He held a doctorate in political science from the University of Chicago and taught there for 10 years, was an adjunct professor of political science at American University here, and was on the Michigan State University faculty. He was chosen editor of the President’s Materials Policy Commission in 1951, and wrote a number of books.
