Officials from the United States, United Nations, European Union and Russia met in London on Tuesday to discuss President Bush’s recent call for a new Palestinian leadership. William Burns, assistant secretary of state for Near Eastern affairs, represented the U.S. government at the talks, but the identities of other officials involved in the meeting of the “Quartet” were not immediately available.
