Officials representing the United Nations, European Union and Russia plan to meet with Secretary of State Colin Powell next week in New York. The July 15 meeting of the “Quartet” may be followed a day later by meetings with leaders of Arab states, including Egypt, Jordan and Saudi Arabia.
