The sharp downward trend in Jewish emigration, which fell to its lowest point in a decade in 1981, continued into the new year as only 290 Jews arrived in Vienna in January, it was reported here by the National Conference on Soviet Jewry. The monthly average of Vienna arrivals over the past six months hovers near 380, the Conference said, referring to emigration from the USSR.
