The Advisory Council established by Sir Herbert Samuel, the High Commissioner, will be comprised solely of Government officials, according to an announcement in the official Gazette today. Exclusion of civilians from the Advisory Council is in accordance with the Colonial Office White Paper issued during November authorizing the High Commissioner to include only officers in the Council on which a number of Arab appointees had declined to serve.

The Council will consist of directors of the departments of agriculture, customs, education, health and public works, besides the Civil Secretary Clayton, Attorney General Bentwich and Governor Storrs of Jerusalem.
