Oslo Parley Hears Fish Plan for African Refugee Colony

A plan for large scale settlement of refugees in Africa near Lake Chad was placed before the Interparliamentary Union Conference today by Congressman Hamilton Fish of New York chairman of the American delegation Mr. Fish said he represented a group of rich Americans who were willing to contribute up to $100,000,000 towards execution of the plan. He declared he had conferred with Foreign Secretary Lord Halifax of Britain and Foreign Minister Georges Bonnet of France both of whom were interested and had promised to support the plan.

The French Colonial Minister Mr. Fish asserted promised to investigate further in September the possibility of using one of the French possessions in central Africa as a site for the colonization project with special attention to the territory in the neighborhood of Lake Chad and to advise the American Congressman of the results of the survey.
