Ousting Yasser Arafat likely would elevate Hamas to the Palestinian leadership and kill hopes for peace, experts warned. A memorandum by former Israeli intelligence officials was leaked Wednesday on the Web site of Israel’s daily Ma’ariv criticizing the Israeli government for delaying negotiations with the Palestinians until Arafat dies or is deposed.
