Recommendations for improving the taxation system in Palestine are contained in a report of the government commission appointed to inquire into the advisability of abolishing the tithe system.
The report of the commission published today states that it was found advisable to abolish the tithe system. This, however, cannot be done until the Palestine land survey has been completed. In the meantime some improvements in the system are to be introduced.
The Commission recommends that instead of the present system, involving an over-estimation due to the damage and deterioration suffered by crops and to falling prices, a fixed estimate based on the average produce of six years be introduced. In addition, the farmers may be allowed to pay the tithe in money, instead of paying in produce. The price is to be assessed on the average selling price over four years.
