The Palestine government should assume a larger share of the expenses of the educational and social activities hitherto financed by the Zionist Organization, declared Felix M. Warburg, Chairman of the Administrative Committee of the Jewish Agency, in opening the meeting of the Committee. Mr. Warburg stressed the prime importance of the economic activities in Palestine and defined the functions of the Agency, the Administrative Committee and of the Executive. He warned aaginst expecting too much of the Agency within a short time for its task, he said, was extremely arduous.

The Jews will be ready to seek a joint modus vivendi in PJalestine with the Arabs when the latter begin to realize that the Jews are in Palestine as of right but as a condition preceding this the British government must carry out its obligations to the Jews in the spirit and letter of the Palestine Mandate, declared Dr. Weizmann, president of the Jewish Agency and of the World Zionist Organization, in his speech, following that of Mr. Warburg at the opening session of the Agency’s Administrative Committee.

Saying that he would not deal with the political situation because the “gifted Dr. Weizmann continues to apply himself to that task with devotion and genuine statesmanship,” Mr. Warburg said that the effectiveness of Dr. Weizmann’s work “depends in the long run on our accomplishments in Palestine. As Justice Brandeis put it ‘political questions will be more important in the future but to my mind practically the whole of politics lies in going ahead efficiently in the building of Palestine. That is the only political act which can effectively produce a result that will make our opportunity a success instead of a failure.’

“The social and cultural value of Jewish life in Palestine, its strength and enduring vitality, can reach full fruition only if the proper economic foundation is laid,” continued Mr. Warburg. “The Jewish Agency is to make it possible for an increasing number of Jews imbued with high Jewish ideals to live in Palestine on a self-sustaining and economic basis.” With that in mind, Mr. Warburg pointed out that that task can be achieved only by the creation of effective machinery. Offering what he said he hoped would be taken as helpful and constructive suggesions, Mr. Warburg said: “If we who have recently joined together in carrying out a common task cannot offer and explore the merits of concrete proposals which shall place the work which we have begun on a firmer foundation then we have failed before we have begun.”
