Palestine issues in the United Nations are now back again where they were just one year ago. The General Assembly’s Steering Committee has assigned to the Ad Hoc (Special) Political Committee the discussions on internationalization of Jerusalem, Palestine refugees and the report of the Palestine Conciliation Commission.
The Steering Committee has voted to send to the plenary session of the General Assembly, without committee debate, the item entitled: “Permanent Invitation to the Arab League.” This was placed on the agenda by the Arab states and, if adopted would give the Arab League recognition as an “official” regional organization of the United Nations under the terms of the U.N. Charter.
Matters concerning European refugees, including the election of a High Commissioner for Refugees and a draft convention on refugees and stateless persons, have been assigned to the Social Commission.
Meanwhile, Israel is sitting as a provisional member of the current Assembly session due to a mix-up in credentials. When the Israel delegation’s credentials were examined by the Credentials Committee, it was found that they did not comply with the rules in that they were in the form of a telegram from Abba Eban, permanent Israel delegate, instead of in a notification from the head of state or Foreign Minister. The committee voted to seat the delegation provisionally until this could be rectified.
