A movement throughout Palestine against the withdrawal of municipalities’ autonomy is being organized. An all-Palestine conference of municipalities and local councils to protest against infringement of local autonomous government was called by the Jaffa municipality.
The action of the Jaffa municipality is taken against the recently promulgated ordinance authorizing the High Commissioner of Palestine to appoint the entire administration of Palestine municipalities. This power was vested in the High Commissioner in the event that he finds such a drastic measure necessary.
The ordinance authorized the High Commissioner to cancel any decisions applying to the municipalities, substituting other rulings, and to dismiss the mayor, councillors and clerks of the municipalities, appointing others, if necessary, the entire administration of the municipalities.
