That Palestine is badly governed because it is weakly governed was the declaration made to the Anglo-Jewish Association by a former member of the Palestine government, Colonel Solomon, who was formerly head of the Trade Department of the Palestine Government. The worst form of government in the East is a weak government, Mr. Solomon declared. Unfortunately, he said, the staff of the Palestine Administration is recruited from the people left behind from the Army of Occupation, instead of from the Civil Service.
In resolutions adopted the Anglo-Jewish Association expressed its indignation and grief at the barbarous outrages of which the Jews in Palestine have been the victims and requested the British government to safeguard the Jewish population as well as all the inhabitants against a recurrence of the outrages. It reiterated its intention of supporting and maintaining educational work in Palestine.
Faith in the findings of the Commission of Inquiry was expressed by Leonard Montefiore, president of the Association. “It is unnecessary to add one syllable to the opinion of the man best qualified to judge and who has access to sources of information unavailable to the general public.” Mr. Montefiore said, referring to the proclamation of the High Commissioner of Palestine, describing the Arab out-

breaks as “atrocious acts of unspeakable savagery.” Continuing, Mr. Montefiore said: “I feel confident that the Commission’s report will endorse the views expressed in the proclamation. While the Commission has to deal with the past, undoubtedly. Parliament will discuss the Palestine future.
“Zionist leaders have repeatedly declared regarding the future that Jewish prosperity and the well-being of Palestine are indissolubly linked with Arab prosperity and the misfortunes of one section of the population are inevitably bound to create misfortune for others. Therefore the primary task for the Government, as well as for the Zionist organization and the Arab leaders is to create the sine qua non of future progress, namely, friendly relations, between all sections of the population. Those who are unable to help actively in this direction had better refrain from increasing the bitterness and ill-feeling, and leave unspoken much which they desire to say,” Mr. Montefiore asserted.
“One good side of the recent events in Palestine.” Joseph Cowen stated, “is that they have proven the unanimity of Jews in this country and world Jewry in the feeling of indignation and horror at the Palestine happenings. On the other hand, they have also shown a deplorable anti-Semtic feeling existing in England.”
Leonard Cohen, newly elected president of the Ica, Jewish Colonization Association, was welcomed at the meeting. Mr. Cohen in his address described the work of the Ica and its collaboration with the Pica.
