Palestinian Authority Chairman Yasser Arafat reportedly convinced two leading Palestinian opponents of the Oslo accords to move from Tunis to Gaza and join a proposed new collective leadership team. Farouk Kaddoumi, who is regarded as the Palestinians’ foreign minister, and Mahmoud Ghnaim, who heads the mobilization and organization department, had refused to follow Arafat to the Gaza Strip from the PLO headquarters in Tunis.
