Palestinian Authority President Yasser Arafat plans to meet British Prime Minister Tony Blair in London on Monday to discuss Israeli-Palestinian peacemaking and the U.S.-led strikes on Afghanistan. A Palestinian official said Britain is working with the United States to draft a new initiative to bring Israel and the Palestinians back to the negotiating table. U.S. State Department spokesman Richard Boucher said over the weekend that the United States has not drafted a new initiative.
