Palestinian Authority President Yasser Arafat sent a Jewish New Year’s message to the Israeli people in which he said he had ordered Palestinian militants to abide by a cease-fire. “I have issued strict instructions for a total commitment to the cease-fire,” Arafat said in the open letter. Israeli Prime Minister Ariel Sharon later said there was no evidence that Arafat had ordered a cease-fire.
