Herman M. Pekarsky, acting executive director of the Jewish Welfare Federation of Detroit, has been named managing director of the Council of Social Agencies of Metropolitan Detroit, it was announced here today. He assumed the acting executive directorship of the Federation last May after serving as general administrative assistant of the Federation since 1939.
