Fine, Governor of Pennsylvania, declared here last night addressing the inaugural meeting of the 1954 Combined Jewish Appeal. He emphasized that he looks upon Israel “as a positive and dynamic force for human decency and progress in a corner of our harrassed globe. “
“Israel is, as the United States was and will continue to be, a human laboratory in the ways of freedom where men of many backgrounds and training and cultural associations hammer out the shape and pattern of a free society, ” he pointed out.
He said it was “a matter of deep and abiding satisfaction” to him to see personally during his brief sojourn in Israel “how much progress has been accomplished; how much good use has been made of the American grants-in-aid, and how well adapted Israel is to profit from further grants in the future. “
