Pietro Nenni, Italian Socialist Party leader, told the opening session of the party’s 32nd Congress in Venice yesterday that the obstruction of the Suez Canal proved Europe’s weakness. Emphasizing the success of the United Nations in obtaining a cease-fire, he warned that the threat of war would continue to exist until necessary guarantees were obtained for freedom of navigation in the Suez Canal and the problem of Israel’s borders solved with similar guarantees of security.
