Plan to Settle 500,000 Refugees in Palestine Projected at U.p.a. Parley

A national conference of the United Palestine Appeal yesterday projected a plan for settlement of 500,000 Jewish refugees in Palestine during the next five years. Text of the plan was forwarded to President Roosevelt and Secretary of State Hull for submission to the intergovernmental committee being formed at the instance of the United States to expedite emigration of political refugees from European countries.

Under the proposal an international commission for the settlement of Jews in Palestine would be formed along lines similar to the Greek and Armenian refugee settlement commissions. Execution of the plan would be contingent on fulfillment of “the letter and spirit of the Palestine Mandate” and would necessitate assistance of private bodies.

Decentralization of the United Palestine Appeal organization into six regions was announced. Regional headquarters will be located at Boston, Newark, Baltimore, Chicago, St. Louis and Los Angeles, in accordance with a plan proposed by Dr. Abba Hillel Silver, national chairman of the U.P.A.

A plea to American Jewry to raise $25,000,000 next year for Palestine and overseas relief was voiced in a report by Henry Montor, U.P.A. national executive director. Other speakers at the conference, attended by more than 800 delegates, included Dr. Solomon Goldman, national co-chairman; Louis Lipsky, American member of the Jewish Agency Executive; Alexander L. Easterman, British journalist.
