Criticism of the present system of regulating minorities is voiced by former Premier Poincaire in an article in the “Excelsior” dealing with current political problems. Touching on the minorities question, M. Poincaire writes, “The system under which the minorities are recognized and protected by diplomatic conventions has that inconvenience that it interferes with or slows the rapprochement and assimilation which would otherwise result from a common life and liberty. If that system be complicated and powerful states use it for intervention into the internal affairs of small states it will result in a permanent source of terrible agitation and dangerous troubles.”
