Premier Rudolph Lubbers of The Netherlands will visit Israel next spring at the invitation of Premier Yitzhak Shamir. The trip will be the first by a Dutch Prime Minister to Israel. Lubbers heads the coalition cabinet of Christian Democrats and Liberals.
