The Preparatory Commission of the International Refugee Organization today decided to ask U.N. Secretary-General Trygve Lie to cable to all member nations urging them to sign the I.R.O. constitution in order to bring about a solution of the refugee problem. Eleven nations have ratified the constitution thus far; 15 are required before the organization comes into existence.
The Dutch delegate today declared that it would be “shameful” if the 1,600 millions of people of the countries making up the United Nations were unable to save 1,000,000. British circles here tonight expressed the opinion that a sufficient number of nations would ratify the I.R.O. charter to make it operative.
