President Georges Pompidou views his forthcoming visit to the United States as an opportunity to explain France’s new “Mediterranean policy” of which the Franco-Libyan arms deal is an integral part, sources close to Elysee Palace said today. They quoted M. Pompidou as saying, “I am not expecting miracles. I am not going to sign an alliance or a pact with the U.S.A.” The sources noted M. Pompidou plans to visit Soviet Russia later this year. They said his visits to the U.S. and USSR would demonstrate France’s diplomatic “Independence” which is “born of realism.”
