### President, Abraham Herman, has registered a strong protest against the reported ruling of the Department of Labor that all incoming aliens as well as returning residents shall be fingerprinted on board ship upon their arrival.

In a telegram to William N. Doak Secretary of Labor, expressing the above views Mr. Herman says that this fingerprinting will stamp the aliens as well as long settled American citizens the equal of criminals. No purpose can be served by this except to cast an ignominous reflection upon decent and law abiding people. Moreover, foreign governments will regard it as an insult to their nationals and undoubtedly impose similar regulations on Americans going abroad. Mr. Herman calls for a rescinding of the order.

A similar telegram was sent by Mr. Herman to Miss Frances Perkins, Secretary of Labor Designate in the new administration, appealing to her to nullify the order if it should still be in force on assuming office.
