The report, which Bush got last week, indicated that the Palestinian Authority president had authorized a $20,000 payment to the Al-Aksa Brigade. Bush had not planned to make Monday’s surprise call for a new Palestinian leadership before receiving the intelligence report, the newspaper said Wednesday, citing senior administration officials.
