President Bush said the verdict is still out on the Hamas-led Palestinian Authority, and launched a reform initiative for Palestinian institutions. Addressing the U.N. General Assembly on Tuesday, Bush outlined his vision for a peaceful Middle East. Bush said he directed his secretary of state, Condoleezza Rice, to “lead a diplomatic effort to engage moderate leaders across the region, help the Palestinians reform their security services and support Israeli and Palestinian leaders in their efforts to come together to resolve their differences.”
